The position is located in the Office of Planning and Program Development for Federal Transit Administration Region IV, Atlanta, Georgia and is under the supervision of the office director. This office is responsible for the oversight of state/local planning and programming activities leading up to and including the award of all grants related to all FTA programs.

The candidate serves as a Student Trainee (Community Planner) in a formal/informal and on-the job training program designed to facilitate development in the Pathways Internship Program as a Community Planner. Assignments, which are designed primarily for developmental purposes but which also involve substantive program support, provide (1) experience and training in the application of basic techniques used in the planning profession and growth in professional knowledge, skill, and ability; (2) an introduction to FTA policies, programs, and procedures.


Students must be enrolled or accepted for enrollment for the 2017 – 2018 academic year taking at least a half-time course load. Students may be employed throughout the academic year. Additional information can be found at HERE

This is an Excepted Service appointment. As a part of the Pathways Internship Program, the appointment may be extended until the selectee's educational program requirements have been completed. The student intern may be converted without a break in service to a term (time-limited) or permanent appointment upon graduation, to a position that has a career ladder target up to the GS-12, provided they are a US citizen who has worked at least 640 hours in an appropriate program and receive a favorable recommendation from the supervisor for retention. There is no guarantee of a permanent position following this internship. Selectee is on a trial period while on a Pathways Internship appointment.

The Pathways, Student Intern (Community Planner):

Performs work assignments of progressively increasing difficulty and complexity which are integrated with the community planning college curriculum, and are designed to provide the opportunity to gain first-hand knowledge and actual work experience in the field. Work assignments require application of appropriate college level scholastic skills and knowledge. These assignments are designed to provide the opportunity to independently apply the principles, concepts, work processes, regulations, reference materials, and procedures fundamental to the technical aspects of the planning field and its application to the office, planning functions, including the assessment of factors that impact planning activities.

Is responsible for typing a variety of letters, memoranda, forms, reports, charts and tables using computer systems.

Is responsible for proofreading assignments and compiling review in fully assembled form by making corrections using grammar and spelling as needed.

Establishes and maintains planning and program files to enable office personnel to locate pertinent and vital records without delay.

Assists staffers in tracking products of the Planning process TIPs, STIPs, UPWPs, Long Range Transportation Plans, Planning Certification and Planning Management Reviews.

Assists staffers in providing guidance to states and other grantees relative to the preparation of application submission materials and ensures that FTA review comments and concerns are addressed in the grant applications.

Assists in the review and preparation of the recommendation for approval for certain assigned STIP.

Assists senior staff with the FHWA Division Office in Planning Certification Review follow up activities as requested.

Performs other related duties as assigned.

To meet the minimum qualifications for this position, applicants must possess a bachelor’s degree in community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.

Education must be accredited by an accrediting institution recognized by the U.S. Department of Education. HERE

To meet the minimum qualifications for this position, you must meet the education requirements for the grade at which you are requesting consideration.

GS-5: Completion of four academic years post-high school study leading to a bachelor’s degree; OR bachelor’s degree.

GS-7: Completion of one academic year of graduate level education; OR bachelor’s degree with Superior Academic Achievement* as defined in the Office of Personnel Management (OPM) Operating Manual for Qualification Standards; OR five academic years of pre-professional study.

GS-9: Completion of 2 academic years of graduate level education, or a master's degree or equivalent graduate degree.

GS-11: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. This must be fully supported by transcripts that you provide with your application.

*Superior Academic Achievement- In the upper one-third of graduating class; OR a GPA of 3.0 or higher out of 4.0, as recorded on official transcript, or based on courses completed during final 2 years of curriculum; OR a GPA of 3.5 or higher out of 4.0, based on average of required courses completed in major or required courses in major completed during the final 2 years of curriculum.

You must be a student currently enrolled or accepted for enrollment in an accredited college or university:

Enrollment must be at least half-time course load as defined by the education institution (typically six hours or equivalent for undergraduate and three hours or equivalent for graduate).

Maintain good academic standing, generally, at least a 2.5 cumulative GPA for undergraduate programs and a 3.0 GPA for graduate programs, on a 4.0 grading scale.
